You will have seen the new instructions which we have sent to Sir Horace Seymour concerning the extraterritoriality treaty in our

30()telegram No.1582 of the 30th November and the draft exchange of notes to be annexed to the treaty.

I send you herewith a copy of our draft treaty amended on the basis of these instructions.

I am sending a copy of this letter to Annan, Burma Office; Monson, Colonial Office; Costar, Dominions Office; Fraser, Board of Trade; Young, Treasury, Slade, Ministry of War Transport; and Waldock, Admiralty.
